About Us

Ally Development Company is a newly formed company, envisioned to develop the highest-quality senior living communities in partnership with our operating partners. Ally is currently partnering with the best senior living operators; Legacy Living, an Indiana-based operator of active senior living communities in Indiana, Kentucky, and Ohio; Trilogy Health Services, a Kentucky based operator with more than 140 communities, and Atlas Senior Living, an Alabama-based operator of Senior Living communities located in the southeast and mid-west regions.  

Although Ally is a new company, its founders have a combined 50+ years of development experience in Senior Living healthcare and mixed-use commercial projects.  With these combined experiences, Mr. Oberhausen and Mr. Joy offer a vast perspective on senior living design, operations, and real estate insights, as well as construction, which enables them to cultivate a new paradigm for our clients’ continued growth.  More importantly, we understand that each client/operator and project is distinctively different, with our unique experiences and visions, we can take the operator's concepts and turn them into successful, active, and distinctive Senior Living communities.

Ross Oberhausen

Chief Executive Officer / Founder

With experience in Senior Living both as a developer and an executive director overseeing the operations and care of senior residents, Ross gives a unique perspective in the developments of Senior Living design.  He founded Ally Development with a vision to collaborate with regional Senior Living operators to develop outstanding Senior Living communities serving our ever-growing senior population.

  • More than 20 years in Senior Living Development, covering nine states and over 90 new construction ventures. 

  • Managed the development and opening of $500MM+ in Senior Living assets in nine states.

  • VP of Market Development and Asset Management - DMK Development Group, overseeing the market selections, land acquisition, entitlements process, design team management, and initial survey inspections. 

  • Director of Development – Trilogy Health Services, supervised the construction process on new facilities and initial licensure inspections, and was the capital expenditure purchasing agent for the complete Trilogy portfolio.

  • Licensed Healthcare Executive Director - Trilogy Health Services, Administrator for three facilities in two states, one being a new start-up of a whole Continuum Care Retirement Community.

Gary W. Joy

Chief Development Officer / Chief Operating Officer

A successful commercial developer and business entrepreneur, he founded a boutique real estate development company in 2001 to cater to the needs of his commercial retail clients, developing, constructing, owning, and managing commercial properties throughout Kentucky, Indiana, Florida, and Tennessee.  Joy Associates developed a portfolio of shopping centers, free-standing pharmacy stores, mixed-use commercial properties, medical offices, and more than 550 multi-family units. He began developing senior living communities in 2015, opening more than 20 new communities in Indiana, Kentucky, Ohio, and Michigan.  Gary has over 30 years of experience in creating and implementing comprehensive real estate strategies. With a servant's heart, Gary brings an across-the-board approach to structuring real estate deals and forging investor partnerships. Today, Gary’s primary focus is on developing superior senior living communities. However, he understands that brick and mortar don’t make a thriving community; instead, having the right operator and the right investors are the basis of successful development.

  • Over 10 years dedicated to Seniors Housing and Senior Healthcare development, design, and construction, opening more than $400MM+ in Senior Living assets

  • Developed over $2B in commercial and Senior Living assets 

  • President & Founder, Joy & Associates, Inc., the boutique real estate development and investment company; developed, constructed, owned, and managed over 1M square feet of commercial real estate assets in mixed-use commercial retail, multifamily, office, and healthcare.

  • VP of Development & Construction, Trilogy Health Services; overseeing aspects of the real estate and construction, completing over 25 new senior healthcare campuses in 4 states over 5 years.

  • Owner's Consultant – Patoka Capital, a private family equity company involved in developing, building, and owning various real estate holdings like family entertainment venues, restaurants, and office space.
